Elaine Kramer

Elaine Kramer is an expert in resilience and emergency management with extensive experience spanning over three decades. Currently serving as an Independent Consultant since January 2013, Elaine also holds a managerial position at Arc Aspicio, specializing in homeland security and intelligence. Prior roles include Emergency Management Consultant at SRA International, Emergency Management Project Manager at Dewberry, and Project Manager for Contingency Programs at SRA International. Elaine's career commenced at the Federal Emergency Management Agency, where significant contributions included leading the National Response Coordination Center and developing essential operational guides. Additionally, Elaine founded Analytics, SPRL in Belgium, focusing on early PC system integration and training. Elaine holds a Master’s degree in Public Administration from Harvard Kennedy School and further education from The George Washington University.
