Phil English

Phil English serves as the Co-Chairman of the Government Relations Practice Group at ArentFox Schiff, where a bipartisan, bicameral, multidisciplinary government relations team is led. Since joining Arent Fox in 2009, Phil has held various roles including Senior Government Relations Advisor. Phil is also the National Coordinator for the Healthcare Group Purchasing Industry Initiative and was a member of the US National Advisory Commission on UNESCO from 2009 to 2015. Prior legislative experience includes serving in the U.S. House of Representatives from 1995 to 2009, with key roles on the House Ways and Means Committee. Phil's early career includes positions in the Pennsylvania Senate, the City of Erie, and various committees where legislative research and preparation were primary responsibilities. Phil holds a B.A. in Political Science from the University of Pennsylvania, completed in 1979.
