Kim Qualls has extensive experience in managing and overseeing Head Start and Early Head Start programs, including financial, organizational, programmatic, and personnel aspects. With a background in grant writing and consulting, Kim has successfully secured over $50 million in federal, state, and local awards. Additionally, Kim has served as an Executive Director at Safe Haven Shelter for Women and Children, where Kim developed human resource policies and recruitment programs. Kim holds a Bachelor of Arts in Public Administration from Henderson State University.
