Chief Operating Officer at Arrow Energy

Pu Haiyang’s appointment as Arrow’s COO in January 2020 was the latest move in a 27-year career in petroleum engineering and project management that has carried him around the world.

Immediately prior to joining Arrow, Haiyang spent two years as Vice President, CNPC International West Africa, in charge of CNPCI’s operations in Chad, Niger, Algeria, Tunisia, Mozambique and Benin. The role was responsible for exploration, development, operation, production, technology and HSSE (health, safety, security and environment) of CNPC-operated projects in this region.

Haiyang’s working career has been solely with CNPC, which he joined in 1992 as an engineer with the company’s Research Institute of Petroleum Exploration and Development for 5 years, and then worked in the headquarters of CNPC. In 2003, he moved to CNPC’s operations in Syria, firstly as Operation Area Manager and Deputy General Manager until August 2008, then General Manager of CNPC International (Syria) from September 2008 to July 2013. This was followed by various African postings, including as General Manager of CNPC International (Mozambique.) He has worked in partnerships with oil and gas majors Eni, ExxonMobil and Shell, among others.

Haiyang holds a Bachelor of Reservoir Engineering from the Southwest Petroleum University, China (1992); a Master of Petroleum Engineering from the Research Institute of Petroleum Exploration and Development, CNPC, China (1998); a Ph.D in Geology Resource and Geology Engineering from China University of Petroleum, China (2004) and completed the AMP (Advanced Management Program) at Harvard Business School, USA (2014).
