Paulina Gutiérrez has extensive experience in internet and technology policy from a human rights approach and gender perspective. Paulina currently holds the position of Senior Legal Officer at ARTICLE 19 and is also a research associate at CELE, Universidad de Palermo. Previously, Paulina has worked as a professor at Centro de Investigación y Docencia Económicas A.C. and as a legal consultant focusing on migration and human security. Paulina has a specialization in Data Protection and Privacy and holds a Bachelor of Laws degree in Human Rights. Their background includes roles as a legal officer, human rights researcher, and intern at various prominent organizations.

ARTICLE 19
ARTICLE 19 envisages a world where people are free to speak their opinions, to participate in decision-making and to make informed choices about their lives For this to be possible, people everywhere must be able to exercise their rights to freedom of expression and freedom of information. Without these rights, democracy, good governance and development cannot happen. We take our name from Article 19 of the UDHR: “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media and regardless of frontiers.”
