Gerardo Mantilla

Gerardo M. has over 20 years of work experience in various fields related to telecommunications regulation, project management, and engineering. Gerardo is the CEO and founder of Artifex Consulting LLC, aimed at expanding business opportunities. Previously, they worked as a Regulatory Project Manager and Director at Artifex Consulting S.A. where they led the elaboration of methodologies, studies, and strategies for marketing and selling services globally. Gerardo has also served as a Latam Officer for IFGICT, where they contributed to setting industry standards for talent development in ICT, and as an Analyst at the Digital Policy and Law publication publishing documents related to 5G Spectrum. Gerardo has held various technical and regulatory positions throughout their career, including roles as Desing & Applications Engineer at INTECH Process Automation, Regulatory Manager External Advisor at Cullen International, Regulatory Affairs Manager at Telefónica Venezuela, and Spectrum Planning and Indicators, Indexes and Models Supervisor at CONATEL. Prior to that, they held positions as an Inspector Specialist Engineer, Interconnection Specialist Engineer, and Regulatory Engineer at CONATEL, where they worked on a range of regulatory projects and inspection operations across Venezuela.

Gerardo M. obtained a bachelor's degree in Electronic Engineering from UNEFA in 2000. From 2001 to 2005, they pursued a degree in Digital Telecommunications from Universidad Central de Venezuela. In 2008, Gerardo M. attended ISEAD - Complutense University of Madrid to earn a Master of Business Administration degree with a focus in international business.
