Norio Saito

Senior Director, Water & Urban Development Sector Office at Asian Development Bank

Norio Saito has over 25 years of experience in the environmental and social development field. Norio is currently the Director of the Urban Development & Water Division at the Asian Development Bank. Prior to this, they were the Director of the Safeguards Division, Environmental Analysis Department at the Japan Bank for International Cooperation from April 2002 to April 2008. In this role, they supervised and ensured quality in conducting environmental and social safeguard reviews of all proposed ODA loan projects by JBIC in accordance with JBIC Guidelines for Environmental and Social Considerations.

Norio has a deep understanding of environmental and social issues in developing countries and has been instrumental in developing policies and procedures to mitigate these risks. Norio is a recognized expert in their field and their work has helped improve the lives of countless people across Asia.

Norio Saito has a Doctor of Philosophy in Environmental Science from Ibaraki University, a Master of Environmental Management in Resource Economics and Policy from Duke University, and a Bachelor of Science in Geography from The University of Tokyo.
