Nicholas Blair, MPP, is a regulatory professional with extensive experience in energy and water quality issues. Currently serving as Regulatory Advocate II at the Association of California Water Agencies since June 2020, Nicholas leads efforts on regulatory matters before California state agencies. Previously, from April 2018 to June 2020, Nicholas worked as a Regulatory Policy Analyst for the Southern California Public Power Authority, focusing on regulatory policies affecting electric utilities in California. Nicholas's career also includes a role as Associate Energy Specialist at the California Energy Commission, where project development aimed at advancing energy technologies was a key responsibility. Nicholas holds a Master of Public Policy with a specialization in Clean Energy Policy from UCLA Luskin School of Public Affairs and a Bachelor of Arts in Political Science and International Studies from UC Irvine.
