Phillip Golding serves as the Chief Executive of the Association of Police and Crime Commissioners since November 2022, following a tenure as Chief Executive of the Law Commission of England and Wales from June 2016 to October 2022. Prior to this, Phillip managed HM Courts and Tribunals from February 2010 to May 2016, overseeing all Crown Courts in London and collaborating with partner agencies to enhance the criminal justice system. Phillip holds a Bachelor's Degree in Politics, Philosophy and Economics from Wilmington High School, where studies were completed between 2011 and 2016.

The Association of Police and Crime Commissioners (APCC) is a company limited by guarantee. The APCC services are overseen and directed by the Chairman and Board of Directors. The APCC offers the following services to PCCs: - Information on national policing policy issues and legislation. - Consults PCCs to enable them to develop policy positions and to influence change. - Facilitates the leadership of PCCs on national governance structures such as the College of Policing, National Crime Agency and Police Professional Bodies. - Assists PCCs in collaborating to share practice, procure services, and identify ways to achieve efficiencies through working together.
