Emily Hunt Costello, MPH, MSW, is a Senior Analyst for the Public Health Infrastructure Program Technical Assistance at the Association of State and Territorial Health Officials, with responsibilities focused on public health workforce and infrastructure. Currently serving as Adjunct Faculty at Western Carolina University, Emily teaches courses on Systems and Trends in Health Care Delivery and Legal and Legislative Aspects of Health Care. Previous experience includes Program Manager for the Evidence to Action portfolio at the National Network of Public Health Institutes, Opioid Prevention & Response Program Coordinator at the Georgia Department of Public Health, and ORISE Fellow at the Centers for Disease Control and Prevention. Emily has also held roles as Research Associate at Mental Health Colorado, Data Analyst at the Colorado Department of Public Health and Environment, and Public Health Intern at Denver Public Health. Emily's educational background includes a Master of Public Health from the Colorado School of Public Health and a Master of Social Work from Tulane University, as well as a Bachelor's Degree in Political Science and Government from Tulane University.

ASTHO is the national nonprofit organization representing public health agencies in the United States, the U.S. Territories, and the District of Columbia, and over 100,000 public health professionals these agencies employ. ASTHO members, the chief health officials of these jurisdictions, formulate and influence sound public health policy and ensure excellence in state-based public health practice. ASTHO's primary function is to track, evaluate, and advise members on the impact and formation of public or private health policy which may affect them and to provide them with guidance and technical assistance on improving the nation's health.
