Michelle Herman Soper currently serves as the Managing Director for State Program & Policy at ATI Advisory, starting in November 2024. Previously, Michelle was the Vice President of Federal Policy & Advocacy at Commonwealth Care Alliance from January 2021 to November 2024, leading efforts to develop a not-for-profit managed care policy strategy to enhance care for individuals with significant needs. Prior roles include Vice President of Integrated Care at the Center for Health Care Strategies, Inc., and various positions including Director of Integrated Care at MACPAC, Special Assistant at the District of Columbia's Department of Health Care Finance, Manager at Avalere Health, Policy Specialist at the National Conference of State Legislatures, and Consultant at Tucker Alan, Inc. Michelle holds a Master of Health Science in Public Health from The Johns Hopkins University School of Public Health and a Bachelor of Arts from Tufts University.
