Steven Spencer PhD, FAIE, serves as the Director at the Australian Energy Regulator, leading the coordination for key electricity regulatory determinations. With a diverse background in energy strategy, analysis, and modelling, Steven has held various leadership roles, including Director at EnGnosis and Senior Analyst at Engevity Advisory, focusing on renewable energy and climate change adaptation. Previous positions include Senior Technical Advisor at the NSW Department of Planning, Industry and Environment, and Independent Chair of the Fine Bubble Technology Committee at Standards Australia. Steven's extensive experience spans across research and development, environmental management, and mathematical modelling, underpinned by an academic foundation that includes a PhD in Physics from The University of Sydney and a Master's degree in Petroleum Engineering from The University of NSW.

We enforce the laws for the National Electricity Market and spot gas markets in southern and eastern Australia, and we monitor and report on the conduct of market participants and the effectiveness of competition. We protect the interests of household and small business consumers by enforcing the Retail Law. Our retail energy market functions cover New South Wales, South Australia, Tasmania, the ACT and Queensland. We set the standing offer prices small business and residential customers pay in areas where there is no other retail price regulation – South Australia, New South Wales and south-east Queensland.
