Bart Hogeveen has a diverse and extensive work experience in the fields of cyber, technology, and security. Bart has held positions such as Deputy Director - Cyber, Technology and Security at the Australian Strategic Policy Institute, Head of Cyber Capacity Building at the same institute, and Training and Research Fellow in International Security / Cyber Diplomacy at the Clingendael Institute. Bart has also worked as a Consultant for the Australian Department of Foreign Affairs and Trade and as an Adviser for Institutional and Police Reform at EUPOL Afghanistan. Additionally, they have served in roles related to governance and stabilization in ISAF Regional Command South and has been a member of various advisory boards and rosters. Bart Hogeveen obtained a Bachelor's degree in Political Science and Government from Vrije Universiteit Brussel in 2005. Bart then pursued a Master's degree in International Relations and International Organizations at the University of Groningen, completing it in 2007.

The Australian Strategic Policy Institute (ASPI) is an independent, non-partisan policy institute based in Canberra. It was set up by the government to provide fresh ideas on Australia's defence and strategic policy choices. ASPI is charged with the task of informing the public on strategic and defence issues, generating new ideas for government, and fostering strategic expertise in Australia.
