Phillip also served as the Executive Director from February 2001 to March 2003, overseeing the business and service delivery functions of the health plan. Prior to that, they were the Business Manager from March 1999 to February 2001, responsible for financial systems, budgeting, compliance, and financial reporting.

Phillip's earlier experience includes working as a Center Manager at ZLB Bioplasma from January 1998 to March 1999. In this role, they implemented operational and financial objectives, managed a multi-million dollar budget, and ensured compliance with healthcare regulations.
