Chief of Staff, F-35 Aircraft Follow on Modernization at Avatar Partners

Mark Gooden, MSA has had a long and varied career in various roles in the military and private sector. In 2020, they began working for OBXtek as a US Air Force Program Element Monitor (PEM) Support, where they review and evaluates the impact of national, DoD, JCS, and civil government policies and activities that affect Air Force acquisition programs and capability area. From 2018 to 2020, they were the Chief of Staff, F-35 Aircraft Follow on Modernization at Avatar Partners, where they interacted with customers while also working with the PM on leadership briefs, project control, contracts, legal, and line management providing data to support the execution of F-35 modernization projects. From 2015 to 2018, they were a Project Manager/Analyst, IOC Planning & Execution at Wyle Aerospace Group, where they provided program management to Deployability & Suitability (D&S) project in support of the F-35 Development Integrated Product Team (IPT) and delivered effective execution of proven, disciplined systems engineering processes. In 2013, they worked at Cydecor, Inc. as a Strategy & Policy Analyst and at ESC as a Senior Analyst, where they reviewed, documented, and archived planning inputs from National Guard offices and the States which related to defense support of civil authorities (DSCA) contingency plans, homeland response forces planning, and all hazards state plans. From 2010 to 2013, they were a Program Manager/Policy Analyst - DSCA and Crisis Management/Global Management at MILITARY, where they were the Naval representative in analyzing policy, proposed recommendations, and actions as it relates to Defense Support of Civil Authorities. In 2008, they were an Air Transportation/Transfer Officer at USS NIMITZ, United States Navy, where they managed the requirements for the timely and safe movement of personnel, mail, high priority aircraft parts, ship cargo, and medical items between sea based (onboard the USS NIMITZ) and shore based logistics stations in support of operations in combat areas. From 2005 to 2006, they were the Director - Mission Support and Planning, Manpower Coordinator, Contingency Operations at Stars and Stripes, where they recommended business process improvements and managed the efforts of Marketing, Advertising, Editorial, European and Japan Operations, and the United States Management in preparing the first ever Stars and Stripes military newspaper Five Year Strategic Plan. Lastly, in 2006 they were an Electronic Warfare Officer at JCC-1, US Navy, where they trained over 400 personnel in counter radio controlled improvised explosive devices (RCIED) procedures as an Electronic Warfare expert.

MARK GOODEN, MSA holds a Master of Science in Information Resources Management from Central Michigan University, which they obtained in 2006. MARK also holds a Bachelor's degree in Public Policy Analysis from Syracuse University.
