Babila Lima

Babila Lima has extensive work experience in various positions related to project management, business process improvement, and economic development. Lima currently serves as the Director of the Enterprise Project Management Office at the City of Baltimore. Prior to this role, Lima worked as the Director of Business Process Improvement and as a Special Projects Manager & Special Assistant to Administration at the Baltimore City Department of General Services. In these positions, Lima led initiatives to revise fee schedules and develop regulatory frameworks for food trucks and mobile vendors, resulting in significant cost savings and improved management practices. Before joining the Department of General Services, Lima served as an Economic Development Officer in the Peace Corps, where they implemented projects aimed at enhancing local businesses and reducing waste in rural areas. Additionally, Lima has worked in the Baltimore Mayor's Office as the Assistant Deputy Mayor for Economic and Neighborhood Development, overseeing various city agencies and programs. They also played a key role in coordinating grant proposals and representing the administration on city committees. Lima began their career as a Business Policy & Development Aide in the Office of City Council President, where they focused on increasing municipal contracting with minority and women-owned firms and provided recommendations on spending matters. Babila Lima obtained a Master of Science (MS) in Information Architecture from the University of Baltimore, completing the program from 2019 to 2021. Prior to that, they earned a Bachelor of Arts (BA) in African Studies & Education from Denison University, studying between 1998 and 2003. Babila also holds a Jira Fundamentals certification from Atlassian, obtained in 2022.
