Catherine Burns, PHR, SHRM-CP has over 10 years of experience in various roles within human resources. Catherine has worked for the Baltimore City Department of General Services since 2018, where they currently serve as the Chief of Human Resources. In this role, they attend and presents in executive management meetings, manages recruitment and employment programs, and develops and implements human resources policies and procedures.
Before their current position, Catherine worked as an H.R. Business Partner for the Baltimore City General Services from 2014 to 2018. In this role, they participated in executive management meetings, managed recruitment programs, and provided guidance and advice on human resources matters to agency employees.
Prior to that, Catherine worked as an HR Generalist for the City of Baltimore Health Department from 2011 to 2014, where they managed FMLA in accordance with federal guidelines and conducted trainings on various policies. Catherine also worked as a Personnel Generalist and intern for the Baltimore City Health Department from 2008 to 2009.
Catherine began their career as a Summer Hire at W.L. Gore & Associates in 2007.
Catherine Burns, PHR, SHRM-CP has a Master's degree in Human Resource Development from Towson University (2007-2008) and a Bachelor's degree in Business from Penn State University (2001-2006). In addition, they hold certifications as a Professional in Human Resources® (PHR®) obtained from HRCI in March 2013, and as a SHRM Certified Professional (SHRM-CP) obtained from SHRM in March 2021.
