Joseph F. began their career in 2003 as a Sergeant, Detective Squad for the NYPD. Joseph served in a variety of roles within the police department, including patrol, traffic safety, technology, policy & planning, emergency management, executive protection and senior leadership aide roles. Joseph was a key part of the teams that researched and implemented major projects such as Shotspotter gunshot detection, the Body Worn Camera pilot and procurement program, and the NYPD's social media response program via FirstAlert/Dataminr. In 2014, they moved to BANDIER as the Director of Information Technology. In 2021, they took on the role of Chief of Staff for the Senior Advisor to the Mayor for COVID public safety recovery planning, working as part of an agile multi-agency task force responsible for overseeing the economic recovery efforts in NYC after the global COVID-19 pandemic.

Joseph F. attended Villanova University from 1996 to 2000, where they earned a Bachelor of Arts (B.A.) in Sociology and Criminal Justice. Joseph also holds a Microsoft Certified Enterprise Administrator certification from Microsoft.
