Heather Dugan is currently the Director of HR & People Operations for North America at Billups, a position they have held since 2023. Prior to this, they served as a Senior People Operations Manager at Billups from 2022 to 2023 and worked as a Human Resources Manager at NBP Capital and Woodburn Pediatric Clinic from 2017 to 2021 and 2014 to 2017, respectively. Heather also gained experience as a Senior Human Resources Manager at Avenue5 Residential from 2021 to 2022 and as a Human Resources Generalist at Cascade Cardiology from 2012 to 2014. They hold a Bachelor of Science degree in Human Resources Management from Portland State University and are currently pursuing an Associate of Science in Business Administration from Chemeketa Community College.
