Michael Ouliel

Michael Ouliel is the Founder and CEO of BlackSwan Technologies since January 2019. Prior to that, they worked for Oracle Corporation as a Strategic Advisor for Intelligence, National and Homeland Security from September 2009 to July 2019. Before Oracle, Ouliel founded and served as CEO of Ripples HLS Group, a technology boutique specializing in Homeland Security, Law Enforcement, Intelligence, and Counter-Terror solutions. Ripples HLS Group strategically partnered with Oracle to deliver innovative technologies and domain platforms for governments and large multinational organizations. Ouliel led this mission-critical framework, integrating the physical and digital worlds, from January 2006 to July 2019.

Michael Ouliel pursued a Bachelor of Laws (LLB) degree in Business Law from London Metropolitan University. Michael completed this program from 1999 to 2003. Later, from 2006 to 2008, Michael attended Cass Business School to attain a Master of Business Administration (MBA) degree, majoring in MBA.
