Wallica Gaines has extensive experience in administrative and leadership roles across various organizations. Currently serving as the Deputy Commissioner for Administration at the Virginia Department for the Blind and Vision Impaired since August 2015, Wallica previously held the position of Administrator at the Virginia Department of Health from July 2010 to August 2015. Additional roles include membership on the King & Queen Planning Commission and the First Congressional District Historic Preservation Advisory Council, as well as serving as Executive Director at Highland Park CDC and Director of Community Connections at Bay Aging. Wallica held the position of Chairman for the Richmond Community Development Alliance and was a Program Manager at the Virginia Department of Housing & Community Development. Educational credentials include a BS in Business Administration from Virginia Commonwealth University, an MBA in Accounting & Finance from the Florida Institute of Technology, and completion of executive education programs at Harvard University and the Virginia Executive Institute.
