Seth Phelps

Seth Phelps is an experienced legal professional currently serving as Senior Counsel and previously as Assistant General Counsel at Florida Blue since August 2001. Phelps specializes in providing legal advice on the Affordable Care Act and oversees product form reviews and filings across various insurance lines. Prior to this role, Phelps worked as Corporate Counsel at Buildnet, leading legal initiatives for manufacturing and homebuilder sales divisions. Earlier experience includes serving as Assistant General Counsel at Blue Cross and Blue Shield of North Carolina, where responsibilities included advising on health care reform legislation and negotiating with stakeholders.
