Kathleen Billingsley

Kathleen Billingsley serves as the Vice President and General Manager for the CalPERS sector at Blue Shield of California since March 2015, focusing on strategic initiatives, product development, marketing, pricing, and operational functions for the California Employees Retirement System. Prior to this role, Kathleen held various leadership positions, including Chief Deputy Director of Policy and Programs at the California Department of Public Health, where significant oversight was provided over policies and programs to optimize public health in California. Kathleen also served as Assistant Executive Officer for Health Benefits at CalPERS and held multiple roles within the California Department of Public Health, overseeing healthcare facility licensing and certification. Earlier experience includes executive positions in healthcare operations and services at Electronic Healthcare Systems, Momentum Healthcare Services, and Health Net. Kathleen obtained a Bachelor of Arts in Social Sciences from the University of California, Berkeley, and a nursing degree from Merritt College.
