Martin Horan

Martin Horan has extensive experience in law enforcement and public service, primarily within the California Department of Justice, where Horan served in various capacities including Director and Chief of Investigations. Horan's tenure in the Department spanned from October 1994 to July 2019, concluding with a role as Director. Subsequent to retirement, Horan took on the position of Fraud Investigator at Blue Shield of California in August 2022. Educational qualifications include a Master of Arts in Organizational Leadership from Chapman University and a Bachelor of Science in Criminal Justice from California State University-Sacramento, along with an Associate of Science in Criminal Justice from Yuba College. Horan's professional development also includes attendance at the FBI National Management Academy in 2008.
