Ed LeClear, AICP, EDFP has extensive experience in planning and community development. Ed is currently serving as the Planning & Community Development Director for the Borough of State College since 2014. Prior to that, they worked as the Community Development Director for the Cumberland County Housing & Redevelopment Authorities from 2010 to 2014. Ed also served as a Local Government Policy Specialist and Community Planner for the Pennsylvania Department of Community & Economic Development from 2005 to 2010. Before that, they held the position of Special Projects Coordinator at the Pennsylvania Downtown Center from 2003 to 2005. Ed began their career as a Program Analyst with the US Environmental Protection Agency in 2001.
Ed LeClear, AICP, EDFP, has a strong educational background in the field of urban planning and development. Ed earned a Master of Regional Planning from Cornell University, where they studied from 2000 to 2002. Prior to that, they obtained a Master of Science in Urban Studies from Cleveland State University, which they completed in 2000.
LeClear also holds a Bachelor of Arts (B.A.) degree in Public Administration & History from Miami University, which they earned between 1994 and 1998.
In addition to their academic achievements, LeClear has obtained two significant certifications. In 2010, they became AICP Certified by the American Institute of Certified Planners. This certification attests to their expertise and professionalism in the field of urban planning.
Furthermore, LeClear received the Economic Development Finance Professional (EDFP) certification from the National Development Council in August 2020, further demonstrating their specialized knowledge in the realm of economic development finance.

Borough of State College
State College Borough's mission is to enhance the quality of life by fostering a safe, vibrant, diverse, and sustainable community, by providing quality, innovative, cost effective services; and by allocating resources efficiently with professionalism, integrity, transparency, and accountability. The Manager, Thomas J. Fountaine, II, is appointed by Council and serves as the chief executive officer of the Borough. The Manager and Assistant Borough Secretary provide direct support for Council. The general administration staff also includes the Assistant Borough Manager, Human Resources Director, Purchasing/Risk Management Director, Neighborhood Services Coordinator, Communications and Grants Coordinator, and two Staff Assistants. The general administration staff is charged to provide support for all Borough operating departments and general management of the day-to-day operations. The Borough's operating departments include Finance, Information Technology, Ordinance Enforcement & Public Health, Parking, Police, Planning & Community Development, Public Works, and Tax. State College residents also receive services from the Centre Region Council of Governments, which oversees building code enforcement, library services, parks and recreation services, and regional planning; as well as Alpha Fire Company, Centre Area Transportation Authority, Centre County Recycling and Refuse Authority, State College Water Authority, and University Area Joint Authority.
