Matt Harris

Director, Legal Counsel at Breakthrough Energy

As Director, Legal Counsel Matt primarily advises the Catalyst Program on legal and compliance matters related to the deployment of capital and development of projects seeking to decarbonize the global economy.

Matt joined BE from Transurban, a multinational transportation infrastructure development company, where he provided legal counsel on a range of issues including project development and finance, regulatory compliance, and strategic investments. Prior to joining Transurban, Matt was a Senior Associate in the project finance practice at Hogan Lovells, where he represented domestic and international clients in the energy and infrastructure development sectors on project financings, M&A, equity investments and public-private partnerships. Earlier in his career Matt was also a member of the capital markets practice of Linklaters, working out of their London office and advising issuers and underwriters in a full range of international securities offerings.

Matt holds a BA in International Studies from American University and an MSc in Theory and History of International Relations from the London School of Economics. Matt received his JD from Georgetown University. He is originally from Baltimore, MD and has strong opinions about crab cakes.
