Chad Hurley has extensive experience in technology and internet freedom, currently serving as the Director of the Office of Internet Freedom at the Broadcasting Board of Governors since June 2018. Prior to this role, Hurley held leadership positions at the Open Technology Fund as Director of Technology and at Radio Free Asia as Chief Security Officer and Managing Engineer for Systems & Security. Hurley's background includes significant tenure at Radio Free Europe/Radio Liberty as a Network Engineer, as well as experience as a Consulting Systems Analyst with the Radio Free Europe - Prague Task Force. Initial professional experience includes a sales support role at MacSource. Chad Hurley earned education credentials from the University of Maryland Global Campus and attended Gabriel Richard from 1983 to 1985.

The Broadcasting Board Governors (BBG) became the independent entity responsible for all U.S. Government and government-sponsored, non-military, international broadcasting on October 1, 1999.With enactment of the 1998 Foreign Affairs Reform and Restructuring Act (Public Law 105-277), the BBG assumed authority for the International BroadcastingBureau (IBB) and its broadcasting services – the Voice of America (VOA) and the Office of Cuba Broadcasting (OCB).
