Carol Graham is a distinguished academic and policy expert with extensive experience in public policy, economics, and governance. Currently serving as a College Park Professor at the University of Maryland School of Public Policy since January 2009 and as a Senior Scientist at The Gallup Organization since July 2019, Graham has also held influential roles at The Brookings Institution since 1995, where Carol serves as a Leo Pasvolsky Senior Fellow and previously as Vice President and Director of Governance Studies. Additional notable positions include advisory roles at Ognio, the International Monetary Fund, and the Inter-American Development Bank. Graham holds a Ph.D. in Development Economics and International Development from the University of Oxford, an M.A. in International Economics from The Johns Hopkins University, and an A.B. from Princeton University.
