David Concepcion is currently a board member at Brooks Academy. Prior to that, they worked as the Office of the General Manager at Marin Municipal Water District from January 2014 to February 2015. In their role, they provided support to the General Manager in the administrative, financial, public relations, conservation, human resources and general affairs of the District. David was tasked with day–to–day responsibilities for the District’s special projects, finances, customer service, legislative coordination, human resources, water efficiency and information technology systems.
Concepcion worked directly with the General Manager providing high-level support and coordinating the implementation of assigned projects, programs and activities. David also coordinated MMWD's efforts on multiple activities involving District department, outside agencies, and the public. In addition, they conducted special studies along with research and analysis of local, state, and federal funding, legislative and policy. David collaborated with local and statewide agencies to establish improved regulatory support and compliance, while garnering financial and regional support.
David also worked with the Board of Directors and Federal, State, County and Municipal elected officials on interdisciplinary matters to establish relationships of mutual benefit. This included managing compliance with the Water Code and agency policy while incorporating stakeholders and improving administrative governmental affairs functions. Concepcion also tracked, evaluated, and prepared comprehensive analyses on past and current water-related state and federal legislation.

David Concepcion has a High School Diploma from Gulliver Preparatory School, a Bachelors in Political Science from the University of Florida, a Minor in International Relations & Latin American Studies from the University of Florida, and a Masters in Executive Management/Public Administration from St. Thomas University. David is also certified as a Municipal Clerk (CMC) from The International Institute of Municipal Clerks (IIMC). Additionally, they have certifications from FEMA in K 1301: Continuity of Operations Planning, the U.S. Department of Homeland Security in ISC Risk Management Process and Facility Security Committee (ISC RMP & FSC), and the Administrative Office of the United States Courts in Contracting Officers Certification Program (COCP) I, II, III, and IV.
