Ryan Locicero

Ryan Locicero, PhD, P.E. is a seasoned professional in environmental engineering and strategic performance management with extensive experience in both academia and industry. Currently serving as Senior Principal Strategy & Performance at Brown and Caldwell since June 2025, Locicero previously held the role of Business Practice Leader for Strategy, Performance, & Innovation at Clean Water Services from September 2018 to June 2025, where oversight of the Performance Excellence, Strategic Planning, and Goal Share programs was a key responsibility. Prior experience includes work at the National Science Foundation in the Office of the Assistant Director for the Computer and Information Science and Engineering Directorate, where collaboration with leading scientists and engineers advanced fundamental research. Locicero's foundational roles also include Senior Process Technologist at Clean Water Services and Design Engineer at Stantec, alongside a strong academic background culminating in a PhD in Environmental Engineering from the University of South Florida.
