Victoria A. Espinel

Victoria Espinel is a respected authority on the intersection of digital transformation, global markets, and public policy. She leads strategic efforts at BSA | The Software Alliance that help shape the technology landscape in more than 30 countries.

Espinel also serves as the President of Software.org: the BSA Foundation. Software.org is a 501 (c) (3) independent nonpartisan international research organization created to help policymakers and the broader public better understand the impact that software has on lives, the economy, and society.

Prior to BSA, Espinel served for a decade in public service, for both Republican and Democratic Administrations. As President Obama’s advisor on intellectual property, she created a new office for intellectual property coordination at the White House. Before that, she established and led a new office at USTR as the first chief US trade negotiator for intellectual property and innovation. She was also a professor of international trade and intellectual property at the George Mason School of Law.
