Rosemary Lynch has over 25 years of experience with the multi-family industry and apartment management in particular. She holds a Bachelor's Degree from Fresno State University; a California Real Estate Broker's License is Green Certified and holds the HCCP Designation in Low Income Housing Tax Credit Compliance. Rosemary also obtained the Certified Property Manager designation through the Institute of Real Estate Management (IREM). She has extensive experience and knowledge in the compliance, budgeting, and operation of various Multi-Family Housing programs. Ms. Lynch was retained by the California Council for Affordable Housing (CCAH) to update, administer, and teach courses on USDA Rural Development Multifamily housing occupancy requirements. This is one of only two classes leading to the Certified Manager designation now being required by USDA Rural Development for all of their complexes. Over 4,000 students, including RD personnel, have attended these classes in California and Nevada since 1989.
