Stephen Lepper has extensive experience in military construction and public works spanning over two decades. Currently serving as a Military Construction Development Subject Matter Expert at CACI International Inc since March 2021, Lepper previously held various significant roles with the US Navy from October 1999 to November 2020. As Director of Public Works, Lepper led a team of 175 personnel in managing annual construction and maintenance projects valued at $49 million, ensuring operational support for over 1,000 facilities. Additional roles included overseeing a new construction office for a Marine Corps Base in Guam, managing 95 active construction projects worth $174 million, and directing facilities and training ranges with a collective plant replacement value of $214 million. Lepper's career also involved program management for infrastructure projects in Afghanistan, teaching engineering courses at the Naval Academy, and leadership within the Navy Construction Battalion. Lepper holds a Master of Science in Mechanical Engineering from Wichita State University and a Bachelor of Arts in Mathematics from Bethany College.
