Felix Ramos, COL USA (Ret), CDFM has a wide range of experience in budgeting, program analysis, and resource management. Starting with their most recent position at CALIBRE Systems, Inc., they served as a Program Analyst, providing analytical and statistical support for various projects, including budgeting and analysis reporting. Prior to that, Ramos worked as a Special Assistant to the Chief of Staff for the Puerto Rico Army National Guard (PRARNG), where they developed and implemented an Action Plan to improve readiness and equipment after Hurricane Maria. Felix also held the role of Program Budget Officer at the Army Budget Office (ABO), conducting research and analysis for budget requirements and updating funding guidance for contingency operations. Additionally, Ramos served in leadership positions within the Army National Guard and the National Guard Bureau, overseeing budget execution and resource management for various directorates. Felix'sexperience includes securing additional funding for training programs, coordinating budget briefings, and identifying budget shortfalls and adjustments for efficient resource utilization. Finally, Ramos worked as a Budget Analyst for the US Army South, managing budgets for Joint Chief of Staff exercises and establishing international bank accounts for operations. Throughout their career, they have demonstrated strong analytical skills, attention to detail, and the ability to navigate complex fiscal environments.

Felix Ramos, COL USA (Ret), CDFM has a comprehensive education history. Felix obtained their Master's degree in Business/Commerce, General from Webster University between 2004 and 2007. Before that, they pursued a Bachelor's degree in Computer Management Information Systems from the Inter American University of Puerto Rico, San German Campus from 1986 to 1991. Felix also simultaneously earned a Bachelor of Business Administration - BBA degree in Business Administration, Management and Operations from the same institution during the period of 1986 to 1990.

In addition to their academic achievements, Felix Ramos has obtained several certifications in the field of financial management. Felix received the DoD Financial Management Certification Level III from the United States Department of Defense in April 2017. This was followed by earning the designation of Certified Defense Financial Manager from the American Society of Military Comptrollers in March 2010.
