David O'Brien currently serves as the Vice Chancellor for Government Relations at California Community Colleges, where David oversees legislative and budget matters. Prior to this, David was the Director of Government Affairs at the California Student Aid Commission, administering state-based financial aid programs. David also has experience as a Legislative Manager at the State of California Department of State Hospitals, and as a Legislative Analyst at the State of California Department of Mental Health. O'Brien's background includes serving as a Legislative Assistant at the California Environmental Protection Agency. David holds a Bachelor of Arts in Political Science and Government from California State University-Sacramento.
