Emmanuel Asinas, Ph.D., currently serves as Associate Editor for the ASCE Journal of Water Resources Planning and Management, overseeing the peer review process for technical manuscripts in water resources economics, policy, and management. As Chief Economist for the California Department of Water Resources since May 2013, Emmanuel leads a team in providing strategic economic analysis and policy support for various water resource programs. Previous roles include Special Advisor for the American Society of Civil Engineers-Environmental & Water Resources Institute, Senior Economist for the Ministry of the Environment, and adjunct professor positions at Toronto Metropolitan University and Queen's University. Emmanuel's academic background includes a Ph.D. in Natural Resource and Environmental Economics from Texas A&M University, a Master of Science from The University of Georgia, and a Bachelor of Science from the University of the Philippines.
