Holly S.

Holly S. is a Senior Counsel - Attorney IV at the California Department of Water Resources, specializing in water law and advising on significant legal matters such as Proposition 1 and the Bagley-Keene Open Meeting Act. In addition to this role, Holly serves as an adjunct faculty member at several law schools, including the University of the Pacific - McGeorge School of Law, UNH Franklin Pierce School of Law, and Vermont Law School, where teaching focuses on environmental justice, torts, and climate change topics. Previous experience includes positions as Senior Counsel at the California Air Resources Board, where Holly led the cap-and-trade regulation efforts, as well as roles at the Office of Administrative Law, Banks & Watson, Panattoni Law Firm, and KSL Resorts. Holly holds an LLM in Environmental Law from Vermont Law and Graduate School, a J.D. from the University of San Diego, and a B.A. in Government/Policy from Claremont McKenna College.
