Lisa Blatnick

Chief Operating Officer at CalSTRS

Lisa Blatnick is the chief operating officer at CalSTRS, the largest educator-only pension fund in the world.

As COO, Blatnick oversees Audit Services, Enterprise Strategy Management, Administrative Services, Benefits and Services, Public Affairs, Technology Services and the Ombuds office.

Blatnick served from August 2015 until August 2021 as chief of administrative services, leading human resources, procurement, facilities management, business continuity and sustainability. During that time, she held an instrumental role in numerous high-profile projects, including the expansion of the headquarters office in West Sacramento and management of internal resources that support an investment strategy known as the “Collaborative Model,” which brings more assets internally to reduce costs.

Blatnick, who has nearly 28 years of experience working for the state of California, joined CalSTRS in September 2003 as a facilities coordinator.

In 2006, Blatnick was appointed the business lead for the development of building requirements and construction oversight for the CalSTRS headquarters building in West Sacramento. She was promoted to director of facilities management and planning in 2007. In an extension of her role as director, her responsibilities included organization-wide oversight of all procurement and contracting.

Prior to joining CalSTRS, Blatnick worked at the Legislative Counsel Bureau and the Office of Criminal Justice Planning in human resources and facilities-management-related positions.

Blatnick is a native of Sacramento and holds certificates in human resource management and labor-management relations from the University of California, Davis
