Theodore Burgwyn is an experienced transportation professional with a robust background in rail network operations and planning. Currently serving as the Director of Rail Network and Operations Planning at Caltrain since March 2021, Theodore is responsible for comprehensive rail network operating plans, including fleet planning and performance reporting. Previous roles include Acting Group Manager of Integration Engineering at BART, where Theodore managed engineering teams and oversaw asset failure responses, and Manager of Track Access and General Orders at New York City Transit, responsible for a $250 million construction program. Theodore’s educational background includes a Master's in Transportation Management from New York University and a Bachelor's in Growth and Structure of Cities from Haverford College, complemented by a Certificate in Real Estate Development.
