Lynn Nguyen

Lynn retired from the U.S. International Development Finance Corporation (DFC), formerly the Overseas Private Investment Corporation (OPIC), in September 2021 after a 25-year career at the agency. Most recently at the DFC, Lynn led the $3.5 billion private equity & co-investment program and was responsible for the management and formulation of the private equity program’s investment strategy, annual goals, and policy direction. She was a member of DFC's executive management team, Investment Committee, Steering Committee Member of the Innovative Financial Intermediary Program, and chaired the Fund Manager Selection Committee. Under the new United States Build Act (enacted in October 2018), Lynn and the team led the two-year transformation of the OPIC private equity program to the new DFC private equity program. Under Lynn’s leadership, the investment funds' program had annual debt capital deployment of up to $650 million (OPIC) and up to $230 million in equity (DFC) to private equity funds in developing markets. She was an active member of the Limited Partners Advisory boards of DFC-supported funds; and contributing member of the EMPEA/GPCA DFI Council from January 2017 – September 2021 and the EMA Credit Council from January 2017- June 2019.

Throughout her career, Lynn had a strong interest in working on interesting and complex deals, including collaborating with leading development finance institutions and impact investors to complete a complex 18-month fund restructuring and manager replacement of a $1 billion global healthcare fund. Previous complex transactions included private equity fund and corporate /project finance loan restructuring in Russia/Eastern Europe, Africa Southeast Asia and Latin America, and blended finance fund structures to scale capital into climate and gender-focused investments.

Lynn began her career in 1989 in Singapore working at Hong Leong Finance as a commercial loan officer responsible for trade finance and corporate lending transactions. She joined OPIC in 1997 and held various positions including in Finance, Credit Policy, Internal Control, Continuity of Operations, and Portfolio Management.
