Carlo Caiado

At the age of 40, Carlo Caiado is in his fifth term as City Councilor. In 2019, he served as State Deputy in the Legislative Assembly of Rio, returning to the Rio Chamber in May 2020. Currently, he is President of the Municipal Chamber, one of the youngest to preside over the Municipal Legislature.

His first election as City Councilor took place in 2004, when he became one of the youngest elected parliamentarians, aged 22. In 2016, he was chosen by the American Embassy as one of seven young political leaders in Brazil.

In the City Council of Rio, Caiado stood out in his performance. Always attentive to the problems of daily life in Rio, Caiado became the voice of the population in the City Council. In search of improvements for the capital, he took important discussions to parliament such as the need for sanitation works throughout the West Zone; preservation of the environment and historical heritage; problems related to transport, education, health, urbanization; organization of major events in the city; transparency in the public service; among other relevant topics.

Caiado is Ficha Limpa and defends greater transparency in the public service. He is the author of more than 70 municipal laws, including the one establishing the Ficha Limpa and the Transparency Portal at the municipal level.

The commitment to the population of Rio has been one of its main bases of work. So much effort made him one of the parliamentarians with the highest number of proposals presented in the Rio de Janeiro City Council. Caiado's seriousness and dedication led him to be elected, in his second term, 2009/2012, 2nd vice-president of the Board of Directors of the Chamber. In 2012 he was elected to occupy the position of 2nd secretary of the Legislative House and from 2014 to 2016, he served as vice-president of the Municipal Chamber of Rio de Janeiro and in 2019, he was re-elected as first secretary of the Municipal Legislative House.

He holds a degree in Business Administration from PUC-Rio. He specialized in Public Policy at the Instituto Universitário de Pesquisas do Rio de Janeiro (LUPERJ), at Universidade Cândido Mendes. Before becoming a councilor, he worked in the Subprefecture of Barra da Tijuca and Jacarepaguá. He was also regional administrator of Recreio dos Bandeirantes, where he was able to show his technical skills, bringing several improvements to the region, as well as parliamentary advisor in the Legislative Assembly of Rio de Janeiro.
