Theo Richard has served as Chief Executive Officer of Capital Area Transit System (CATS) since April 2010, where significant achievements include the development of a strategic plan to enhance operational efficiency and securing grants for system expansion and modernization. Prior to this role, Theo held positions as Sr. Director of Business Development and Outreach and Business Development Manager at CATS, consistently exceeding growth objectives and fostering essential partnerships to improve transit services. Theo's career in the nonprofit sector includes a position as Capacity Building Program Manager at Louisiana Association of Nonprofit Organizations, where program development and organizational assessments were pivotal, as well as a role at City Year Louisiana focused on outreach and recruitment. Theo Richard holds degrees from Southern University and Agricultural and Mechanical College at Baton Rouge and Louisiana State University.
