Joel C. Hopkins

Joel Hopkins oversees corporate legal matters for Capital Blue Cross and provides leadership over the company’s governance, regulatory, and governmental activities. Prior to joining Capital Blue Cross, he was a managing partner in the Harrisburg offices of Saul Ewing Arnstein & Lehr, LLP, where he specialized in issues related to insurance industry regulations, litigation, compliance, and governance. He has nearly 30 years of insurance experience. A Chester County native, Joel is a magna cum laude graduate of the Widener University School of Law and an alum of Shippensburg University.
