Cobina Walkland

Cobina is a Manager for Capital Edge Consulting, Inc. She has over 5 years of experience in providing professional support to government contractors in the areas of compliance, accounting, and training. This includes, but is not limited to, Incurred Cost Submissions, Contractor Purchasing System Reviews (CPSRs), Davis-Bacon Act compliance, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Cost Accounting Standards (CAS).

Cobina has performed CAS applicability assessments, developed Accounting policies and procedures, assisted clients in disclosure statement revisions and has compiled incurred cost submissions for clients of varying size. She has analyzed Contractors Purchasing System Reviews to help identify areas of non-compliance. She has supported clients in re-designing their federal purchasing systems to align them with CPSR compliance requirements along with serving as an advocate for clients during CPSR’s with DCMA. Cobina has supported defense contractors with pre- and post-CPSR compliance and has conducted periodic monitoring of purchase transactions and developed training academies for various clients. Cobina has also assisted various clients with Davis-Bacon Act risk assessment audits and interviews.
