William Fuglevand P.E. has a diverse work experience starting from their electrical engineer designation in the Engineering Department of Washington Water Power Co. William then progressed to System Planning and served as an Electrical Engineer through Chief Technical Services Engineer. William also served in the USAF / Wa. ANG (Retired) after completing basic training and serving in the 116 Fighter Interceptor Squadron - Spokane IAP Combat Alert Center. William also founded Fuglevand Systems and W. A. Fuglevand Consulting LLC, and worked as VP Technology at ReliOn Inc. and Plug Power Co. (Spokane) where they supported strategic marketing and business development and advised development programs relating to fuel cell technology. Currently, they serve as Chief Technology Officer at CarbonQuest and Senior Researcher/Commercial Advocate at Washington State University Spokane - ISP/Applied Sciences Laboratory (part-time).

William Fuglevand P.E. earned a BSEE degree in Electrical and Electronics Engineering from Arizona State University, which they attended from 1969 to 1972. William also completed a Rapid Runway Repair and Contingency Engineering Short Course at the Air Force Institute of Technology-Graduate School of Engineering & Management, although the start and end years for this course are unknown.
