Frances Breyne Avery

Frances Breyne Avery, J.D., currently serves as the Executive Director of Kansas Engagement and Director of Account Partnerships at Carelon Behavioral Health since October 2018, where responsibilities include developing strategic plans and ensuring compliance with regulations and agreements. Prior to this role, Frances spent over a decade at Beacon Health Options as the Director of Provider Relations and Regional Contracting, focusing on the Kansas Provider Relations division and strategic consistency across operations. Additional experience includes directing communications for the Kansas Health Policy Authority and managing public information for the Kansas Department of Corrections. Frances began a legal career as an Attorney II for the Louisiana Department of Children and Family Services, overseeing case management for families in the foster care system. Frances holds a Juris Doctor degree from Loyola University New Orleans College of Law.
