Nora Leibowitz

Nora Leibowitz has a diverse and extensive work experience in various health care organizations and government agencies. Nora is currently serving as the Chief Strategy Officer at CareOregon, where they lead strategic planning, oversees legal affairs and contracting, and informs business planning efforts. Prior to their current role, they worked as a Principal at Health Management Associates, providing strategy support, policy analysis, and evaluation for state and local governments, community organizations, and health care clients. Their client work involved assisting with ACA waiver development, Medicaid reform proposals, and marketplace research. Nora also served as the Chief Policy Officer at Cover Oregon and held positions at the Oregon Health Authority, Office for Oregon Health Policy & Research, and the Oregon Department of Human Services, where they held roles such as Development Director, Health Insurance Exchange, Senior Policy Analyst, Manager of Actuarial Services Unit, and Provider Tax Analyst.

Nora Leibowitz holds a Master of Public Policy degree with a specialization in Health Policy/Health Care Administration/Management from the Harris School of Public Policy at the University of Chicago. Nora also obtained a BA in History from Reed College. Additionally, Nora has a Certificate in Health Administration and Policy with a focus on Health Care Policy and Administration from the University of Chicago.
