Cecile Toupiol

Cecile Toupiol, P.E., PMP, is the Vice President at CDM Smith, specializing in program management, business development, and water and wastewater infrastructure. They lead multimillion-dollar infrastructure programs and manage large-scale projects involving design and construction, seawater desalination, and alternative project delivery approaches. Previously, Cecile served as a Senior Project Manager and Program Manager at CDM Smith and started their career as an Engineer at Ellis & Associates. They hold a B.S. in Geological Engineering and an MS in Environmental Engineering.
