Evan Montgomery is a Senior Fellow at the Center for Strategic and Budgetary Assessments (CSBA), a position held since 2007. Previously, Evan served as a Special Advisor to the Vice Chairman of the Joint Chiefs of Staff at the Department of Defense from 2016 to 2017. Evan holds a Doctor of Philosophy (Ph.D.) in Foreign Affairs from the University of Virginia and a Bachelor of Arts (BA) in Political Science and Sociology from Villanova University.

CSBA is an independent policy research institute established to promote innovative thinking and debate on national security strategy and investment options. CSBA’s goal is to enable policymakers to make informed decisions on matters of strategy, security policy, and resource allocation. Since the mid-1990s CSBA has provided a consistent stream of high-quality, innovative research on defense strategy, budgets, and the security environment.
