Shannon Spillane Buckingham is a seasoned communications professional with extensive experience in strategic planning and public policy advocacy. Currently serving as Senior Vice President for Communications and Senior Counselor at the Center on Budget and Policy Priorities since February 2017, Shannon has previously held positions including Vice President of Communications and External Affairs at the same organization and Associate Director for Communications and Strategic Planning at the Office of Management and Budget from August 2015 to January 2017. In these roles, Shannon has successfully developed and implemented communication strategies for significant national issues and advised senior White House leadership. Additionally, Shannon's earlier career includes roles as Vice President for Communications and Communications Director at the Center on Budget and Policy Priorities and support positions in various campaigns and agencies. Shannon graduated with a Master of Public Administration from Columbia University and a Bachelor of Science in Foreign Service from Georgetown University.

Center on Budget and Policy Priorities is a non-profit, non-partisan policy organization working at the federal and state levels on fiscal policy and public programs that affect low- and moderate-income families and individuals.The center conducts research and analysis to help shape public debates over proposed budget and tax policies andensure that policymakers consider the needs of low-income families and individuals in these debates. In addition, the center examines the short- and long-term impacts of proposed policies on the health of the economy and the soundness of federal and state budgets.The center is dedicated to improving government policies toward low- and middle-income Americans and ensuring that the government has the resources to meet its responsibilities and address critical needs. It also helps other non-profit organizations in Washington, D.C. and across the country participate effectively in policy debates over budget priorities and reduce poverty and inequality.Center on Budget and Policy Priorities was founded in December 1981 and is based in Washington, District of Columbia.
